SKSU - ACCESS ULRC History
The Sultan Kudarat Polytechnic State College was created in 1990 and started its operation on June 2, 1991 by virtue of an enabling Act, R.A. 6973.
Along with the establishment of the college, came into existence the growth and development of the library.
The construction of Educational Learning Resource Center (ELRC) in the Administration Center and Central Educational Site and Services (ACCESS) was funded by the late Senator Raul S. Roco under the administration of the former president Dr. Nelson T. Binag. It was built on November 25, 1998 and inaugurated on April 8, 1999.
By then, the collection of books were from the merging of the five (5) DECS High Schools vis-avis: Sultan Kudarat National High School, Tacurong Municipal High School, Lutayan National Agricultural High School, Palimbang High School and Kalamansig Municipal High School.
Eventually, funds were allocated for the purchase of books and other references during the time of Mr. Lino Agcambot, the first librarian of the college. A couple of years after, Ms. Fraulein Agcambot, a graduate of UP Institute of Library Science was absorbed as librarian. She then initiated to organize the library and managed to procure additional learning resources for every programs offered by the college.
There were also donations from agencies such as the Asia Foundation, Philippine Library Materials Project (PLMP), the House of Representatives, National Statistics Office and other local and national organizations who were generous to donate books.
In the year 2001, another librarian took over in the person of Mrs. Milagros D. Sarabia from Notre Dame of Tacurong College, who then serve SKPSC Tacurong Campus Library before she was absorbed as the Director for Libraries at the ACCESS Campus. It was during that time when the college underwent accreditation with the Accrediting Agencies of Chartered Colleges and Universities of the Philippines (AACCUP) wherein BSEd and BEEd programs were submitted for evaluation.
There were about a total of 10,446 titles and 26,126 volumes of books, pamphlets, journals, theses and dissertations covering the seven (7) campus libraries of SKPSC. A manifestation that the library is a growing organism in which collections were strengthened and enhanced for rapid growth and development of the college.
When Director Sarabia joined the members of the teaching staff on May 31, 2007, Ms. Rose Viña E. Tutor who was formerly based at Tacurong Campus Library took over the position on June 18, 2007. Several plans and programs were initiated to develop the library services in a manner that users would have easy access to information.
In 2010 The 3rd phase of the library building in the ground floor was built through PDAF Fund of Sen. Jinggoy Estrada amounted to P2, 192,438.59. In the year 2012, the National Commission for Culture and the Arts granted SKSU an amount of P445, 000.00 for the enhancement of its museum.
To further improve the library services and gradually automate its operations, Destiny Library Manager (DLM) amounting to P1,600,000.00 was purchased covering three (3) sites ACCESS, Isulan and Tacurong Campus Libraries in the year 2016.
In June 29, 2018, the turn over and inauguration of completed 2nd floor building of the library was done the budget of which was taken from the General and Special Trust Fund amounting to P13.2M.
Several government and private line agencies donated learning resources such as the Bangko Sentral ng Pilipinas (Cotabato Branch) for the Knowledge Resource Collection (KRC); Philippine Statistics Office for making SKSU-ULRC as PSA Accredited Data Center; Department of Science and Technology (DOST) for the Stand-alone Technology Academic and Research-Based Openly Operated Kiosk Station (STARBOOKS); and the Department of Information and Communication Technology for the Tech4Ed Project which was simultaneously launched in the year 2016-2019.
Strengthened SKSU capability building through collaborative and concerted efforts, the university was able to achieve ISO 9001:2015 certification from Bureau Veritas Philippines. Along with this, department and divisions process manuals were formulated to standardized specific services and operations.
To comply with the requirements due to numerous programs submitted for accreditation and for Center of Development (COD) application, Dr. Alne D. Quinoveba was designated as Director for Library Services and Museum effective November 6, 2018.
To continuously support & serve the academic need of the community, SKSU ULRC keep on moving forward to become a globally competitive learning center.
