The Sultan Kudarat Polytechnic State College was created in 1990 and started its operation on June 2, 1991 by virtue of an enabling Act, R.A. 6973. Along with the establishment of the college, came into existence the growth and development of the library.
The construction of Educational Learning Resource Center (ELRC) in the Administration Center and Central Educational Site and Services (ACCESS) was funded by the late Senator Raul S. Roco under the administration of the former president Dr. Nelson T. Binag. It was built on November 25, 1998 and inaugurated on April 8, 1999. The first librarian of college in ELRC is Mr. Lino Agcambot, a couple of years after, Ms. Fraulein Agcambot, a graduate of UP Institute of Library Science was absorbed as librarian. She then initiated to organize the library and managed to procure additional learning resources for every program offered by the college. In the year 2001, another librarian took over in the person of Mrs. Milagros D. Sarabia from Notre Dame of Tacurong College, who then serve SKPSC Tacurong Campus Library before she was absorbed as the Director for Libraries at the ACCESS Campus. When Director Sarabia joined the members of the teaching staff on May 31, 2007, Ms. Rose Viña E. Tutor who was formerly based at Tacurong Campus Library took over the position on June 18, 2007. To comply with the requirements due to numerous programs submitted for accreditation and for Center of Development (COD) application, Dr. Alne D. Quinoveba was designated as Director for Library Services and Museum effective November 6, 2018.
The Isulan Campus Library provides adequate space and appropriate facilities to serve the academic community. It is strategically located, and it is functional, designed for re-arrangement and future expansion. The library extension of 2 storey building is accomplished as a major project of the Parents, Faculty and Community Association (PFCA) from 2005 – 2009. It is in this building where the Audio – Visual Room with 50 to 75 capacities, and on the second floor, the Periodical Section, Theses, Vertical Files and the Electronic Resources are housed and secured. There are 13 internet-enable computer units to accommodate users at a time. There are 54 seating capacity for the Periodicals section while in the reading area there are 78 seating capacity.
In Lutayan Campus, the library is in Blingkong, Lutayan, Sultan Kudarat. Since 1984, Mrs. Veronica D. Pahm has been designated campus library-in-charge. To gain insights about the library, she earned units in library science. By that time, she was responsible for overseeing the daily operations of a library. When the users and collection of the library increased, the campus library added staff, in the person of Mrs. Genevieve Catulong. In the year 2015-2017, Ms. Rosiel Aknaban was hired as library staff. In 2018, one of the recommendations of the AACCUP was to hire a License Librarian on the campus; thus, Ms. Myra B. Angcog, RL was hired.
In Palimbang Campus Library, the first library-in-charge was a faculty member. After nineteen years, Mr. Emmanuel S. Acharon, a faculty designated librarian, took the initiative to manage the library. When Mr. Acharon was designated to be Campus Registrar, he was replaced by Mario Deita who served on A Y. 2011-2012. Ms, Heidi Onado took place of Mr. Deita during the 1st of A.Y. 2012-2013. When the 4rth year students used the library for their practice teaching, she was replaced by Mrs. Hannah L. Dafielmoto who served as the designated library-in-charge from November 2013 to June 2014. In A.Y 2014-2015 she was replaced by Ms. Karen Peñafiel. In 2016-2017, Mrs. Shiel Mae A. Migraso assigned as library-in-charge, she initiated to required students to have their library ID. In February 2018, a licensed librarian was hired named Miss Mila L. Datucali, RL.
In Bagumbayan Campus, established on June 14, 2005 by virtue of the Memorandum of agreement between the SKPSC represented by the former President Nelson T. Binag and the LGU-Bagumbayan represented by the Former Municipal Mayo, late Honorable Mayor Felipe T. Allaga. The library was then managed by the designated Library in-charge, Antonio G. Bibat, Jr. who at the time is one of the faculty. Today, the two-storey Educational Learning Resource Center (ELRC) is Managed by a Licensed Librarian, Miss Jessa Mae A. Masion, RL together with the library staff Mrs. Myra Diaz, LPT.
