December 11, 2025 – Sultan Kudarat State University (SKSU) commenced the first day of its University-Wide Revision of the Citizen’s Charter and Reorientation on Republic Act 11032 at the Zanzi Function Hall, Greenleaf Hotel, General Santos City. The three-day event, scheduled from December 11–13, 2025, gathered university officials and frontline service units to strengthen SKSU’s commitment to efficiency, transparency, and good governance.
In her welcome remarks, Rodelyn M. Dalayap, PhD, Director for Quality Assurance, emphasized the deeper significance of the university-wide activity, stating that “Today’s activity is more than just a compliance requirement. It is a reaffirmation of our commitment to good governance, transparency, and efficient public service.” She further encouraged the participants to reflect on their roles in shaping responsible and accountable governance within the institution, adding, “Together, let us continue building a university that not only educates minds but also exemplifies the highest standards of ethical and effective service.”
University President Samson L. Molao, EdD, expressed full support for the initiative through a message delivered on his behalf by Marites B. Java, EdD, Vice President for Academic Affairs. Dr. Java underscored the importance of continually upholding the standards mandated by RA 11032, noting that “It encourages us to reflect on how consistently we have upheld these standards, and to renew our dedication to the service culture that our students, faculty, staff, and stakeholders rightly expect from us.” She further inspired the participants, saying, “May today’s reorientation inspire us all to pursue excellence, uphold integrity, and strengthen the culture of efficiency and transparency that defines SKSU.”
The event featured two resource speakers from the Anti-Red Tape Authority (ARTA) Eastern Mindanao Regional Field Office. Eldie C. Barrientos, MA, OIC–Chief Administrative Officer, provided an in-depth discussion on the Reorientation on Republic Act No. 11032, also known as the “Ease of Doing Business and Efficient Government Service Delivery Act of 2018.” Meanwhile, Marie Jay Kamille S. Dayhon, RSW, OIC–Supervising Administrative Officer, tackled Proper Complaint Handling and Monitoring, emphasizing mechanisms to ensure responsive and accountable service. After each presentation, participants engaged in an open forum, allowing for clarification, dialogue, and collaborative problem-solving related to government service delivery and process streamlining.
The first day of the three-day activity serves as a vital step in updating SKSU’s Citizen’s Charter and reinforces the university’s unwavering commitment to transparent, efficient, and people-centered public service. This initiative also supports Sustainable Development Goal (SDG) 16: Peace, Justice, and Strong Institutions, aligning SKSU’s governance practices with global standards for accountability and effective public service.
