University Board Secretary

The Board Secretary ensures all rules and by laws of the organization are adhered to by the board during meetings and the implementation of board decision. The board secretary is also in charge of all the records and documentation for the organization.

 

The University/Board Secretary shall have the following duties and responsibilities: (see SUC Manual).

 

  • Keep the official records of the University;
  • Serve as the Secretary of the Academic Council and Administrative Council;
  • Solicit agenda from the various sectors of the University;
  • Issue Notices of Meetings of the Academic Council and Administrative Council;
  • Issue Notice of Board actions to concerned offices, officials or personnel;
  • Prepare Minutes of the Meetings;
  • Submit Reports as needed by the Chief Executive; and,
  • Perform related functions assigned by the proper authorities.
Executive Assistant

The office of the Executive Assistant handles communications in the Office of the President; it represents the University at all time in a variety of ways. In daily administrative duties. The Executive Assistant represents the Office of the President on committees within the University or in the community. Executive Assistant coordinates the Presidents’ numerous activities for attendance at local functions to making travel arrangements.

Internal Central Unit

The Internal Central Unit is tasked to ensure that every disbursement mode made by the University is in legal, regular, unsociable or necessary. They check the validity, equality, accuracy of data and figure completeness of supporting required documents and procured before transactions were paid. They also inspect deliveries of its specification stated in the purchase order or contract.

The Office of the Legal Affairs is in-charge of formulating and reviewing all memorandum of understanding and memorandum of agreement of the university entered into the office likewise involved in the linkage of university with other neighboring countries. The year 2019 was a fruitful year, the university has established partnership in two Asian Countries and memorandum of agreements was signed, signifying the strong international linkage. Merge partnership with three (3) Universities in Malaysia namely; International Islamic University, University Sains Islam Malaysia and University Teknologi Mara.

 

The international visit of Sultan Kudarat State University is a proof that SKSU is already gearing towards Internationalization; and ready to extend and open its doors to internationalization through all alternative research, global awareness and competitiveness and most of all internationalization of students and faculty.

Gender and Development Office

The Gender and Development Office acts as University GAD Focal Person and Chairperson for the GAD Technical Working Group (TWG).

 

Functions:

 

  • Prepare and formulate GAD plans and budget in response to the gender gaps and issues faced by clients and constituents;
  • Integrate and implement the national GAD plans, programs, and activities;
  • Monitor and serve as technical adviser on programs, projects and activities on women, men, the elderly (senior citizens) and persons with disability to promote human rights and eliminate gender discrimination in the university system, structures, policies, programs and processes;
  • Strengthen, capacitate and mobilize the GAD TWG towards the implementation of gender mainstreaming efforts to ensure the empowerment and protection of women and effect gender equality through the GAD planning and budgeting activities;
  • Lead the conduct of GAD advocacy activities and the development of IEC materials to ensure critical support of agency officials, staff and relevant stakeholders to the activities of the GAD mainstreaming activities;
  • Ensure that funds are made available for GAD programs and activities to support the university’s organizational management and operation of the
    GAD Focal Point System (GFPS) to be charged to the SKSU’s GAD budget;
  • Lead in mainstreaming gender perspectives in the University Code, department/office manuals, faculty manual, student handbook and operational manuals;
  • Spearhead in setting and updating the gender database of the university;
  • Coordinate efforts of different divisions/centers/offices and/or campuses, and advocate for the integration of GAD perspectives in their systems and processes;
  • Spearhead the preparation of the consolidated University GAD Annual Accomplishment report;
  • Strengthen the external link with other agencies or organizations working on women’s rights, and gender and development to harmonize and synchronize efforts at various levels of governance;
  • Provide regular updates and recommendations to the President on the activities of the GFPS; and,
  • Conduct periodic monitoring and evaluation of the performance in the campuses.

Learning and Development Center

The Learning and Development Center is headed by a director designated by the University President upon recommendation of the Vice President for Academic Affairs and subject to the confirmation by the BOR. LDC facilitates and enables learning through the conduct of trainings, workshops, seminars and conferences.

 

Functions:

 

  1. Facilitate and enable learning through the conduct of trainings, workshops, seminars and conferences;
  2. Enhance skills in the performance of mandated functions;
  3. Work to cultivate strong learning cultures within the organizations guided by the core values of the University;
  4. Facilitate the conduct of review for licensure, bar, and board examinations in coordination with concerned authorities;
  5. coordinate the conduct of echo seminars, trainings, workshops and conferences participated in by the personnel;
  6. Initiate the conduct of trainings, seminars, workshops and conferences in coordination with concerned agencies and other institutions;
  7. Promote the services offered by the Center;
  8. Work for the accreditation of trainings (equivalency program) in partnership with concerned offices, institutions and other agencies;
  9. Initiate the preparation of students in the licensure/board examination; and,
  10. Perform other tasks that are deemed necessary.
Office of the Quality Assurance

The following shall be the functions of the Director for Quality Assurance, to wit:

 

  • Ensure the highest quality of services on the mandated functions of the University;
  • Plan out and implement the following parameters of excellence, namely:
  • Accreditation of curricular programs;
  • Certification from International Organization Standards (ISO)
  • Institutional Sustainability Assessment (ISA);
  • Recognition as Center of Excellence/Development of the curricular programs;
  • SUC leveling;
  • Performance-based Bonus (PBB); and
  • Citizen’s Charter (Anti Red Tape Act)
  • Initiate the conduct of orientation and local seminars/trainings regarding ISO, program accreditation, Center of Excellence/Development, ISA, SUC leveling and PBB;
  • Coordinate with the Campus Directors for the preparation, evaluation and submission of documents as required by the Office;
  • Recommend to the President strategies and innovations for the improvement and sustainability of quality excellence;
  • Conduct regular monitoring and evaluation of the University operations in coordination with concerned Offices; and,
  • Perform other related functions that maybe delegated by the President.

 

Updates

 

Sultan Kudarat State University indeed captured another milestone in its history. May 15, 2019, SKSU finally received its certification confirming its ISO 9001:2015 certification from the Bureau Veritas Certification Philippines.

 

This milestone started as an adherence to Administrative Order no. 161 entitled “Institutionalizing Quality Management System in Government “as amended by Executive Order No. 605 “Encouraging Local Government Units (LGUs), State Universities and Colleges (SUCs), the Judiciary, the Legislature and the Constitutional offices to establish ISO Quality Management Systems and pursue certification.

 

This said endeavor of SKSU is also an adherence to the University goal to provide better services to its stakeholders as it establishes a Quality Management System (QMS) for Instruction, Research, Extension, Production, Support to operations, Advance education and Administration.

 

The stage 1 Certification audit was conducted on December 28-29, 2018 of the Bureau Veritas Certification Philippines and the stage 2 Audit was conducted on March 11-14, 2019 and on May 15, 2019, SKSU was formally declared by Bureau Veritas Certification Philippines as ISO Certified University. The Scope of Certification was provision in Tertiary Education, Instruction, Research, Extension and Resource Generation including advance education, Secondary Education (specific to laboratory High School). Support to Operations and General Administrative Services.

 

The certification was dated May 15, 2019 and will expire on May 14, 2022. SKSU Certificate number is PHL190038. Through the audit certification was over, SKSU continuously worked as its Quality Assurance. It still scheduled trainings and meetings.

Public Relations and Information Office

The Public Relations and Information Office (PRIO) helps project to the general public the goal, image and reputation of the University in all areas of endeavor, through print medium and other forms of publication and established effective relation with medium such as print, radio, TV and other focus of dissemination of important information, as well as breakthroughs of the University.

 

The Director of the PRI shall perform the following functions:

 

  • Help project to the general public the good image and reputation of the University in all areas of endeavors through print media and other forms of publication;
  • Establish effective relations with the media such as print, radio, TV and other forms of publication for the dissemination of important information and breakthroughs of the University;
  • Take charge of the preparation and circulation of regular University publications including Annual Report and Yearbook;
  • Prepare the University e-documentaries for presentation and website publication for promotion and information;
  • Oversee all Campus Publication Offices;
  • Undertake training and related publication activities in coordination with the Learning and Development Center (LDC);
  • Serve as clearing house of all announcements and publications of the University; and,
  • Perform other functions as may be assigned to him/her by the President.
