ZAMBOANGA CITY — Sultan Kudarat State University (SKSU) President Atty. Cyrus E. Torrena, DPA, MNSA, paid a courtesy visit to Western Mindanao Command (WestMinCom) Commander Major General Jose Vladimir R. Cagara PA at the command headquarters in Barangay Calarian, Zamboanga City, on Thursday, September 17, 2026.
The meeting provided an opportunity for both leaders to exchange congratulations following their recent assumption of leadership posts and discuss areas of cooperation between SKSU and WestMinCom.
Central to the discussion was the development of stronger campus safety and security measures, with both leaders emphasizing the importance of institutional preparedness in protecting students, faculty, and personnel.
The proposed partnership will explore a multi-phase campus safety framework covering pre-crisis preparedness, in-crisis response, and post-crisis management. These may include joint threat assessments and security audits, capacity-building activities, emergency communication protocols, response exercises, post-incident recovery planning, and operational reviews.
President Torrena underscored the importance of maintaining a safe learning environment as a foundation for academic excellence, while Cagara affirmed WestMinCom’s commitment to supporting academic institutions and strengthening military-civilian cooperation in promoting peace and community safety.
Both sides agreed to work towards crafting of a Memorandum of Understanding (MOU) outlining specific areas of cooperation, including security preparedness, training activities, and peace-building initiatives across SKSU campuses.
