ILOILO CITY — West Visayas State University (WVSU) walked the Sultan Kudarat State University Faculty Association, Inc. (SKSU-FAI) through its faculty welfare practices on September 30, 2026, in a session at the University Boardroom in La Paz, where Prof. Shim Lester G. de Pio, president of the WVSU Federated Faculty Association (FFA), and Prof. Ma. Luche P. Sabayle, FFA treasurer, received the delegation.
The SKSU-FAI delegation was represented by President Eulogio O. Apellido Jr., Treasure -Dr. Rosita T. Rizaldo, Business Manager-Evora H. Dioneza, Committee Chair on Faculty Welfare and Development – Prof. Leonard Ibot, and Campus Faculty Association Presidents Christine Abo (ACCESS), Hessan Talapas (Palimbang), Cresencio Antonio (Bagumbayan), Donald Cogo (Kalamansig), and Samuel Salvador (Lutayan).
Several discussion were made one of which is on leave and time credits, WVSU grants 15 days of sick leave credits. It also grants 15 days of service credits that accumulate and do not expire. Compensatory time off applies only to non-teaching personnel, while service credits are for personnel without designations. WVSU also has a policy of converting overload to service credits. The FFA also said that a proposal to use a certificate of service in lieu of the biometric system is in the works, with the drafting of the implementing rules and regulations under way and a strong monitoring system assigned to it.
The centerpiece was the Welfare and Emergency Assistance Program (WEAP), which varies its payouts according to the number of claims. Members contribute ₱1,200, divided into four tranches. Benefits cover death claims, the death of an immediate family member, and victims of fire whose homes are totally or partially damaged. All collections and remittances are made by cheque, and WEAP accommodates a maximum of ₱300,000 in claims per month.
On the CNA, WVSU explained that the agreement is forwarded to the office of the faculty regent and that benefits are proportionate to the savings of each campus. The FFA also shared several membership rules: all members are regular and temporary personnel only; only those carrying 12 units and above are required to render service during vacation; and thesis fees are collected directly from students. A university-level committee handles uniform transactions.
WVSU’s experience shows that faculty welfare works best when it is backed by clear policies, shared contributions and sound monitoring. These are lessons SKSU-FAI carries forward as it works to build a fairer and more supportive environment for its members.
